Description of Work

Responsible for daily review, processing and implementation of PO’s, contracts, MOU’s, confidentiality and/or non-disclosure agreements. Contract review services apply to goods and services supplied to and by the University including non-disclosure/confidentiality agreements as compared to University acceptable Terms and Conditions. Contract reviews require detailed analysis of contract language and knowledge of contract requirements by Federal, State and Uniform Commercial Code regulations to aid in protecting the University’s interest in contractual matters. Monitor contract progress and performance to insure goods and services conform to the contract requirements. Act as liaison between departments, suppliers, and when needed consultation with University General Counsel. Responsible for developing and maintaining good working relationships with campus staff, faculty, administrators, and University suppliers. Assistance in managing electronic bidding system (eBid) will include all aspects of bid management including, but not limited to, participation in developing the solicitation and writing of documents, addendum creation, evaluation, record integrity, and supplier training. Must perform responsibilities in an ethical and professional manner as described by the National Association of Educational Procurement while conducting University business in a wide range of procurement and contract situations.

Minimum Required Qualifications

Bachelor’s degree in Business, Finance, Accounting, Supply Chain, Procurement or related field plus 2 years of exposure to a procurement environment required; equivalent education/experience considered. Demonstrated ability to communicate effectively with professionals within numerous organizations necessary. Experience must demonstrate ethical and professional performance while conducting business in a wide range of procurement and contract situations. Required knowledge of sound business practices, commodities as assigned, basic economics, and accounting. Must have skills and abilities in Microsoft Office with emphasis on spreadsheets and their analysis, contract negotiation and project administration. Must have ability to successfully interact with many levels of campus and supplier community.

Preferred Qualifications

Bachelor’s degree in Business or related field with professional procurement certification and/or project management certification preferred. Two years of business experience with computer systems and contract management desirable. Prefer knowledge of project management, purchase order administration, bid award analysis, e-procurement software and services, strategic planning techniques and contract negotiation. Skills and abilities in marketing and training campus and supplier community in procurement process and the use of electronic bidding and contracting procedures desirable. Prefer knowledge of the Statutes of the State of Nebraska pertaining to purchasing, contracting and the rules and regulations of the University of Nebraska helpful. Prefer Certified Purchasing Manager (CPMO) or Certified Professional Supply Manager (CPSM); Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO); and/or Project Management Professional (PMP).
